Local elections
While all Democrats voted in favor of aid to Ukraine and all but Ms. Tlaib supported funding to Taiwan, 37 left-leaning Democrats defected to vote against the Israel aid bill. They said before the vote that they opposed unfettered aid to Israel that could be used in its offensive in Gaza. The opposition to the Israel aid represented a minority of Democrats, but reflected the deep resistance to unconditional aid and the divisions in the party on Gaza. The resolution has yet to be voted out of committee, and there is a long path to implementation. The proposal would require approval by the Senate and the House before finally being placed on the ballot for voters to have the final say.

If Fitzwater’s resolution is passed by the legislature and adopted by voters, the House would be reduced by 61 seats.

Daniel Ponder, a political science professor at Drury University, said that better representation is a benefit of the current 163-member House. “If it were to go down to 102 seats, the impact would be you’d probably have more races that were contested and fewer uncontested races because they’d be a little bit larger populations,” he said. In addition to decreasing the size of the House, it would also require that each House district be drawn within a single Senate district. Fitzwater explained this rule as a way to allow for better communication between House members and their senators.

Holding the votes was an act of defiance by Johnson against an outspoken faction of conservative rebels who oppose funding for Ukraine and pushed him not to bring it to a vote. Three of them — Reps. Marjorie Taylor Greene, R-Ga., Thomas Massie, R-Ky., and Paul Gosar, R-Ariz. Passing the bill may bring Greene one step closer to forcing a vote to remove him.

Democratic senators have said they think voters will defeat the measure if it’s straightforward. The proposed amendment passed after hours of filibustering from Senate Democrats who wanted other language that was originally in the resolution stripped off. House Republicans want language in the resolution they think will make it more likely to pass. Tradition in the Missouri General Assembly is that all appropriations bills initiate in the Missouri House rather than the Senate.
Of the states that have these restrictions, this is the most common limit. Chris Moreland, the spokesperson for the Office of Administration, said the office is following the resolution but could not comment on pending legislation. “The downside in the rural areas in particular is that those districts, which are already really big, become larger. And some of those rural districts really do like having a smaller number of constituents,” Fitzwater said. He noted that the resolution could have a greater impact on rural districts due to how much they would likely grow both geographically and in population. Fitzwater served four terms in the House, the maximum allowed under law.
Four states — Arkansas, California, Michigan, and Oklahoma — have a 12 year total term limit, and in two states — Louisiana and Nevada — lawmakers can serve up to 12 years in both chambers. The changes to term limits under this bill would allow lawmakers to serve a total of 16 years in the legislature. This could take the form of 16 years in the House, 16 years in the Senate, or splitting that time between the two. The United States is divided into 435 congressional districts, each with a population of about 710,000 individuals.
Missouri and five other states prohibit state lawmakers who have reached their term limits from serving in the legislature again. Several other states with term limits have temporary bans, usually four years, before legislators can serve again. Term limits were first established for the Missouri legislature in 1992 after 75% of voters approved a constitutional amendment. Nebraska, which has a unicameral legislature, has eight-year term limits. However, no state has the 16-year total limit envisioned in Fitzwater’s resolution.
Thirty-nine Democrats had voted “no” on Friday on the rule to allow the foreign aid package to come to the House floor, a target that progressives just missed on Saturday on the Israel bill. Fourteen of those Democrats voted on Saturday in favor of aid to Israel, while 12 Democrats who voted to allow the package on the floor on Friday then cast votes against the funding itself. The House passed a long-stalled foreign aid package on Saturday that gives funding to Ukraine, Israel and Taiwan, with a majority of lawmakers backing money for American allies across the globe. The package, which now goes to the Senate, is almost certain to become law. Eight other states have term limits that match Missouri’s of eight years in the House and eight in the Senate.
Like the map the House passed before, the new map keeps the Kansas City area together, leaving the 5th Congressional District a likely Democratic seat. Rep. Speaking after the vote, House Speaker Dean Plocher, R-Des Peres, said there will be conversations between the chambers on what the Senate will do with the amended bill.
